Our main office is in San Jose. In-person QME evaluations are also held at host offices across Northern and Central California; the assigned address is confirmed when the appointment is scheduled. Telemedicine and record-review work are statewide.

A clear, predictable workflow.

  • 1. Selection — the physician is selected through the formal process: panel assignment and strikes, or AME agreement between the parties.
  • 2. Request a slot — schedule through The Guardian Group at (800) 411-1006 with applicant information and date preferences.
  • 3. Confirm and intake — our office confirms the appointment, sends intake forms, and accepts records.
  • 4. Evaluation — comprehensive in-person QME, including history, examination, and records review.
  • 5. Report delivery — written report delivered within statutory timeframes, formatted to your specifications.
  • 6. Supplemental & depo — supplemental reports and deposition testimony available as needed.

A note on neutrality. KeyTone Medical cannot place Dr. Delisser on a panel or advise either side whom to strike. The practice can provide credentials, office locations, and availability, then schedule once the physician has been selected through the appropriate process.

The evaluator, in brief.

Dr. Kemesha Delisser is a Board-Certified Physiatrist (ABPMR 2012, recertified 2022), Board-Certified in Pain Medicine (ABPM 2014, recertified 2024), and a California Qualified Medical Evaluator. She studied chemical engineering at Princeton, earned her MD at Mount Sinai School of Medicine, completed her Physical Medicine & Rehabilitation residency at The Mount Sinai Hospital, and finished a fellowship in Interventional Spine Medicine at Stanford, where she also served as Clinical Instructor in the Department of Orthopaedic Surgery.

Her clinical career includes seven years as an executive physician with National Spine and Pain Centers across DC and Virginia, three years as Medical Director of Pain Management at Samaritan Healthcare in Washington State, and interventional pain practice across California. Her medico-legal work dates to 2011, when she performed medical and disability evaluations for the State of California with MDSI Physician Group. She holds an active California medical license, with additional active licensure in Washington, Virginia, DC, and New York, and an MBA from Quantic School of Business. She has published chapters on spinal cord injury and brain-injury rehabilitation (Demos Medical) and peer-reviewed research in the Journal of Bone and Mineral Research, and has served on the AMA's Marijuana Task Force, AAPM&R's Health Policy & Legislation Committee, and as Virginia Director-at-Large of the American Society of Interventional Pain Physicians.
